When we are pretty sure that something is not going to happen, we can say When Pigs Fly.

Imagine, you have a friend (John) who owes you a lot of money. He is irresponsible and you know for sure he will never return your money.
John:
Hey can I borrow $100, I will return all your money tomorrow.
You
: Yeah you will return my money when pigs fly !

In this situation, you know for sure that John returning all your money tomorrow is not going to happen. So you are sarcastically saying that you don’t believe what he said.

 

Imagine you read a news article about the Government creating 50 Million jobs this year. 

You can say, “That will happen when pigs fly.“
